2. Receiving dollars through card is risky to the user of the card in Nigeria because the card can be block, CBN have band such transaction in Nigeria.
3. Also Nigerians banking did not give any access to used card somewhere else apart from banks, all of this make it difficult to have PayPal account in Nigeria. But I dont know how the present government will handle such matter.

Nigerians are not allowed to received payment from other countries through PayPal. They can only send payments. I don’t know why they would limit them this way. That is probably why many Nigerians opt for cryptocurrency payments nowadays.
