I think you need to build on you self-confidence. Most people actually become shy when they are not very confident in themselves and sometimes it’s not like these people do not know what to say or don’t know how to express themselves but they don’t have to confidence to do that.
You should learn to see yourself for who you are don’t think that you are not up to the point of conversing and meaningfully interacting with people. You should keep practicing as well and if possible take courses on how to properly interact with people
